Premise
The Emperor is annoyed.
The monsoon season has been unusually light this year, allowing the summer campaigning to go on longer than usual. Tax collections have been poor this year, and to top it off, court gossip is now calling the conflict between the Crane and the Crab the "Meddler's War". Even now, in late Fall, that the main armies of the Crab and Crane have been forced to retreat, small skirmishing forces still remain in the field.
