At the core of any fantasy setting are the ''characters'' that live in it. Without them, the players themselves have no vehicle to transport them into the setting, and no means to interact with it. Without characters, it could be said there is no reason for the Wisrtum, or virtually any other story of any kind, to exist without the characters to propel the story forward.
