Each agency turn, each NPC organization is allowed to take one action, while the PC agency is allowed to take two actions. The player agency always goes first, and the GM might choose to end the session after the players have acted, in order to have more time between sessions to consider likely rival responses. The players should discuss their actions, but the final decision is made by a single player.
