The dream of the Third Reich died with Adolf Hitler, for which the world is profoundly grateful. The madness of National Socialism was taken up by many post his death. The Death's Head is not a Nazi organization, however. Instead, it is the personal tool of the insane Count Reich II to bring unimaginable misery and suffering to as many people as possible.


Almost the entirety of the world is united in its disgust and loathing of the Death's Head organization. This suits its members just fine. They are interested only in causing pain and misery through indiscriminate terrorism. Its members are well paid for their psychotic activities and few of them suspect that Count Reich II serves a master far stronger than the ghost of 1940s Germany.


Most members of the Death's Head organization dress in Nazi paraphernalia in private. This is as much a joke as anything since they are recruited from all peoples of the world.


History and Organization: Ludwig Von Mass predicted the eventual failure of Nazi Germany well before the Second World War began. Using the rise of Hitler to funnel vast amounts of wealth to overseas accounts and diverting resources throughout the war, he began negotiations with the American government that was of 'invaluable' help in defeating the Third Reich. This was due to the invisible hand of Ludwig's master, Orkus. Orkus knew that he needed a Fifth Column amongst humanity and found Ludwig just insane enough to fit the bill.


Contacting American bigots and psychotic anti-communists, Ludwig Von Mass created the Fourth Reich. This organization drew many escaped Nazis into its fold and was designed to mount a coup during the height of the Cold War. In a plot that sounds like a Stanley Kubrick movie, they would detonate a nuclear warhead on American soil and launch a first strike against Soviet Russia before seizing control of the United States government in the aftermath. It was the greatest success of the 2nd Steel Commando's career that he thwarted his disaster and killed Ludwig Von Mass.


Restored to life by black magic, Ludwig Von Mass was driven totally insane by the tortures inflicted upon Orkus in the Astral Hell that awaited him beyond death. Recognizing that the time had passed for a Nazi coup, Ludwig instead threw out all subtlety. He reorganized the Fourth Reich into the Death's Head, an anarchist organization that existed to overthrow all world governments. The organization recruits the disenfranchised and violent by pretending that the Nazi aethstetic is ironic. In truth, the goal of the organization is merely to weaken the world order so that it will be child's play for Orkus to conquer the planet.


Truth be told, the organization's methods are so bizarre that calling them insane is an understatement. Count Reich II has attempted to murder the entire population of the Earth on several occasions. Either by opening massive gateways to Hell or unleashing nightmarish incurable plagues on the world. So far, all of these plots have been foiled but Count Reich II knows that he only has to succeed once. Lesser plots have been more successful, causing massive property damage and the deaths of countless innocents. Its members assume there is a greater genius at work to their activities.


In fact, their isn't.


Unlike Death Mask III or even the Iron Khan, Count Reich II is as irrational as he is monstrous. He regularly murders his own subordinates, often raising them as undead after the fact, and devotes massive resources to whatever plan strikes his fancy. He is as likely to create a host of cannibal gorilla zombies in Argentina as he is to steal a horde of gold to finance his operations. There is no method to his madness. He simply wants to corrupt and disfigure the world that he has come to despise. Count Reich's minions are merely tools to this effect. Worse, his lieutenants are every bit as psychotic as he.


What's truly disturbing is that his organization is growing larger as time passes.


Headquarters: With Mass Castle currently being used by the Tomorrow Society, Ludwig Von Mass has relocated his operations to Norway of all places. There, inside a beautiful Ice Palace, Ludwig Von Mass coordinates with his undead minions. Most are former Nazis themselves and have been persuaded to worship Orkus as Ludwig does. Death's Head Palace is a bizarre location filled with mad science, occult objects, and a stockpile of nuclear weapons that Count Reich II intends to set off when he finally grows tired of his immortal life.


The self-styled Second Furher has numerous other surreal bases spread throughout the world. These include an underwater city, a hidden mountain city seized from an advanced race of immortals, and even a moonbase that belonged to some Thran observers. Why he has not made use of such formidable resources yet is anyone's guess but Orkus apparently encouraged him to hold back during his invasion. This can only bode ill for the world.
