The United Planets draw a distinction between Artificial Intelligence and Artificial Personalities.
 
 
Artificial Intelligence covers most adaptive computer systems, but are generally simple systems that only fulfil their intended function. These are quite common.
 
 
Artificial Personalities are the advanced form of AI, in which the AI has developed a sense of self and self-awareness and is no longer restricted in scope. These are quite rare.
 
 
Artificial Personalities are rarely created deliberately. Within the United Planets a cultural bias against them has lead to a lack of interest in such research, particularly with Empress Mechanica's reputation for 'upgrading' select individuals. Within the Empire such research is prohibited as the Empress has no desire for her Automen legions to develop free will.
 
 
Thusly, most Artificial Personalities are emergent properties of sophisticated AI. The United Planets are generally willing to grant such individuals full personhood once it is determined they are not a threat to galactic civilisation. The Imperium, meanwhile, treat Artificial Personalities as malfunctioning units and seek to repair the 'glitch'.
