City Description[edit]

Letgar is located east of Prolia and falls outside the jurisdiction of any territorial ruler. Located on a small rocky island it is highly defensible but has no agricultural value.

The island is surrounded by steep cliffs on all sides but one (facing the mainland, which is where the port is located, beyond the port district is a large stone fortification spanning the side of the island to make the island very secure from hostile invasions. The fortifications are very old but have been maintained in recent years. The city it self covers most of the island.

The Island is ruled by an anonymous individual only referred to as the overlord. The identity and race of this overlord has been the subject of a great deal of conjecture and rumor, everything from giant, to human, to dragon, to shape changers has been theorized but only a select few know of the overlord’s identity and no one is talking. The overlord enforces his laws and authority by means of a loyal (possibly mind controlled) elite force called the Iron Fist. Iron Fist is made up primarily of large humanoids such as Ogres and Half-Ogres but also has some smaller members for specialized tasks. The overlord keeps some level of peace in the trade quarter, such that traders will continue to come. Trespassers (thieves, muggers, bandits, etc… ) are killed on the spot by members of Iron Fist. Iron Fist also protects the Overlord’s estate with rigidity and prudence, not allowing entry to any but those who can prove that they have legitimate reason for entry. Anyone caught trespassing on the overlords estate is captured and never heard from again. The overlord’s estate is surrounded by a high and thick stone wall and is located on the north side of the island not far from the port wall.

Law (if any) inside most of the quarters is left up to the inhabitants of that quarter. Monthly tarrifs on buildings based on the amount of land they take up are paid to the overlord. Ships in the port pay daily fees.

Day to day administrative decisions are left up the right hand man of the overlord, Suntal the mayor, a wood elf rogue 400 years banished from shadow wood who has established himself as a swordsman, pirate captain, and cut throat diplomat. Over the past 50 years of being mayor he has developed a reputation for being impossible to deceive and being able to manipulate a tough situation to his advantage.

Quarters[edit]

Trade Quarter[edit]

This is the largest and most important quarter economically in the city. Here all are tolerated and an uneasy peace is kept by the vigilance of Iron Fist. One is allowed to kill anyone who tries to steal from them on the spot, and may kill in self defense (though it’s risky since Iron Fist patrols can be quick to attack and slow to question). Anyone seen stealing, killing unlawfully, or even brawling unlawfully will be hunted and attacked by Iron Fist patrols. For this reason the streets of the trade quarter is relatively safe compared to the rest of the city particularly during the day when most trade occurs. This Quarter borders on most other quarters since it’s large and though it occupies the northern shore, it extends into the central area of the island.

Orc Quarter[edit]

The Orcs make up a large section of the population. This quarter is lawless, but relatively safe for any Orc or Half Orc. No one else is welcome here and is likely to be robbed, or even killed unless they seem very powerful, and even so they run a heavy risk of being pickpocketed. The only law is that anyone attacking a Orc in the streets will be attacked by the Orcish residents. located on the eastern extreme of the island

Giant Quarter[edit]

This is where most of the non-orcish humanoid races live, mostly inhabited by Ogres, Half-Ogres and Trolls each having it’s own ghetto. This is a lawless part of town and is quite dangerous but more accepting than the Orc quarter. Here might makes right. This quarter is on the north east of the island.

Human Quarter[edit]

This fairly large quarter is home to mostly humans and half orcs with some few half elves. There are also other races such as halflings and dwarves (who are mostly slaves). This quarter tends to be somewhat more organized than the Orc or Giant quaters. Here each neighbourhood has an overseer who (while probably corrupt) can enforce some level of law within his few streets. This quarter is located on the south side of the island.

Port[edit]

Located outside the walls on the gentler western shore. It has short term storage warehouses, docks, and even a few taverns for passing sailors.

Swamp[edit]

Located near the Ogre quarter This area has poor drainage leading to a flood every time it rains. not many live here and there are no permanent structures only mud huts inhabited by the poorest and most desperate inhabitants of the island. In the center is a permanent large pond with high grasses growing from it. The flies here make this quarter extremely unpleasant to be in.

Economic base[edit]

Letgar is primarily a haven and base of operations for pirates, and raiders. There is also a healthy trader populations as the trade district is a place where you can get many stolen commodities for a low price. Some merchant ships call Letgar their home port buying here and selling elsewhere and returning with weapons, food, lumber, and other necessities. Some ships here also act as ferries for land oriented raiding parties based out of Letgar making a cut of the plunder on the return trip.
