The Lich King, while the most brutal of tyrants when it comes to getting his way, has little enough interest in most parts of ruling. As long as the populace reports in for the work gangs four days out of every seven and does not engage in direct rebellion, Jarek cares nothing for what they do. Murder, theft, rape and other traditional crimes are not his concern, and in fact he considers it the right of the strong to do what they will to the weak.

The Lich King's personal servants (which is what the heroes of this campaign are pretending to be) have even more leeway. The following is a rough guideline to what such servants can and can not get away with doing.


Things That Are Always Permissible

  • Showing personal altruism. Sentimentality is considered a weakness, but not a crime.
  • Disobeying a servant of the Lich King. Kraddoc is a Servitor, and the rest of the heroes are theoretically working for him. You do not have to take orders from anyone else.
  • Doing just about anything you want to anyone who isn't a servant of the Lich King. (technically, every Kern serves the Lich King, but here the term means an actual member of the government - a Servitor, Shadow Dancer, Skull Knight, Secret Policeman, Shadow-Taken, or similar)


Things That Are Technically Allowed But Will Annoy Important People

  • Interfering in the personal affairs (not duties) of a servant of the Lich King. This does not extend to causing gross bodily harm, but otherwise, you can harass and annoy them all you want - it is their own responsibility to stop you from giving them a bloody nose.
  • Interfering in the duties of a servant of the Lich King while providing semi-plausible deniability. It's taken as a given that the Lich King's servants will always try to sabotage each other to look better by comparison. They just can't do it openly. As long as you make sure that there isn't overwhelming evidence against you, no one will bother to inquire too deeply.
  • Killing a servant of the Lich King while providing semi-plausible deniability. Same here. You can't kill someone on an open street, but you can quietly assassinate him all you like.


Things That Are Forbidden On Pain Of Death

  • Open defiance of the Lich King and his rule.
  • Worshiping the true gods.
  • Stealing from the Lich King, or otherwise sabotaging the Lich King's personal projects. Remember, though, he subcontracts most of the routine stuff to various servants. The things he handles personally... well, you aren't going to be powerful enough to get involved in that for a long, long time.
  • Associating with the Resistance. Claiming you didn't know that someone was Resistance might work, but remember, the Lich King can have you mind-probed if it seems the least bit suspicious.
