Covenant:Revenuers

Nothing stays buried forever, and Project BABEL left one helluva footprint on the federal budget. In this scenario, the player-characters are investigators for the General Accounting Office, the Internal Revenue Service, the Defense Finance and Accounting Service, or whatever. They've followed Alexander Dougal's paper trail to an "abandoned ghost town" in West Virginia.

When they arrive, Dougal is not in residence. Of course, no one in town has ever heard that name, so the investigators will feel pretty stonewalled. That's all as it should be; there's plenty of other strangeness to keep them busy. Plus, just wait until they try to leave town!

People with agendas to pursue may see newcomers as their meal ticket. The Dagda, for example, would love nothing more than for a bunch of outlanders to start denouncing God. He would use them as an excuse to undermine the Protestants, rally the dissidents, and make a play for control of Covenant.

Once our heros start to make some progress, maybe stir up a little revolution, God comes back to town. That should tip the balance of power in interesting directions. From there, the truth could set Covenant free... or set it on fire!
