Some people need to believe that even the most terrible things happen for a reason, even when they themselves are the perpetrators. Sam Yaza is one such man. After the apocalypse, he rounded up the most shattered souls, those who had committed the most unspeakable acts of depravity, and used them to construct a comforting delusion: that their evil served a greater good.

They fled into the wilderness and became The Watchers. Whenever people stray too far from the city limits, or attempt to challenge God's benevolent rule, the Watchers show them the true nature of evil. It is their hope that, when God fulfills his promise to restore the Earth to glory, he will forgive their sins.
