Department 51 is a shadowy super-secretive government agency that is looking to recruit super powered individuals. Recently, it has tried to recruit several of the harbor city heroes with mixed success. Department 51 has taken over the search for the body of Billy Ray Weaver, the man who assassinated Vincent Garibaldi.
