Game Information[edit]

Heroes of Freedom is a rules-lite game hosted at Playbyweb.com. There are rules regarding powers and progression but they aren't nearly as full and all encompassing as say the Mutants & Masterminds Rules. This game was designed spacificlly for players who want a fun and enjoyable game without the tediousness of the D20 system.


Game Background[edit]

Welcome to Freedom City Hero!

Freedom City. You could scour the entire planet and never find a more vile, drug infested, gang ridden city. And to make matters worse a whole host of super villains have decided to make Freedom City their new home! Freedom City National Bank has been robbed a half dozen times in the last month!

The city's local police unit, the Freedom City Enforcers have all but given up hope and have lost control of the entire city except for Enforcer Tower, which occupies the very heart of the city.

Enter the League of Heroes! The League has many famous members such as Captain Fantastic, Elasti-gal, Gadget and The Speedster! You, however are a junior member of the League. Having just discovered your powers the League's leader; Captain Fantastic, feels the rampant, unchecked crime of Freedom City is the perfect training ground for you.


Character Creation and Game Play Rules[edit]

Core Skills[edit]

Each character has the following six core skills, they are:

  • Stealth -- Measures your skill at moving without being detected.
  • Athletics -- Measures you physical strength and balance.
  • Firearms -- Measures your skill in the use of projectile weapons ranging from bows to shotguns.
  • Explosives -- Measures your skill in the use and disarming of explosives including explosive projectile weapons like grenade and rocket launchers.
  • Computers -- Measures your skill in the use of computers and other electronic devices be it programming or hacking.
  • Drive/Pilot -- Measures your skill in driving, flying or piloting any craft from a car to a space shuttle.

Over time and with use these skills increase in rank giving you benefits and access to new abilities (explained later) you never knew you had. Each skill starts out at zero and has a maximum of ten ranks marked by a star (*) after it. For example:

Stealth ***
Athletics **
Firearms

Means that you have three (3) ranks in Stealth, two (2) ranks in Athletics and zero (0) ranks in firearms.


Super Powers[edit]

Since players are new to your powers they start out choosing only two. Just like your skills each of your super powers gain experience and ranks through use. Each power starts out at one (1) and maxes out at rank (10). As you grow as a hero and learn to control your powers you may unlock new ones. Absorption[edit]

This power allows you to absorb energy thrown at you, be it electrical energy, elemental energy or the kinetic energy of a bullet.

  • Rank 01: Absorbs 5% of total energy.
  • Rank 02: Absorbs 8% of total energy.
  • Rank 03: Absorbs 14% of total energy.
  • Rank 04: Absorbs 22% of total energy.
  • Rank 05: Absorbs 35% of total energy.
  • Rank 06: Absorbs 47% of total energy.
  • Rank 07: Absorbs 53% of total energy.
  • Rank 08: Absorbs 61% of total energy.
  • Rank 09: Absorbs 68% of total energy.
  • Rank 10: Absorbs 75% of total energy.

Adaptation[edit]

You can adapt to changing conditions. When you encounter a hostile environment, you acquire the powers you need to function in that environment.

  • Rank 01: Lasts for 5 minutes.
  • Rank 02: Lasts for 20 minutes.
  • Rank 03: Lasts for 50 minutes.
  • Rank 04: Lasts for 1 hour, 15 minutes.
  • Rank 05: Lasts for 3 hours, 5 minutes.
  • Rank 06: Lasts for 8 hours 45 minutes.
  • Rank 07: Lasts for 12 hours 30 minutes.
  • Rank 08: Lasts for 20 hours 10 minutes.
  • Rank 09: Lasts for 1 day 12 hours.
  • Rank 10: Lasts for 2 days.

Additional Limbs[edit]

You have one or more additional limbs, such as arms, legs, tentacles, or a prehensile tail.

  • Rank 01: +1 additional limb.
  • Rank 02: +1 additional limb.
  • Rank 03: +1 additional limb.
  • Rank 04: +1 additional limb.
  • Rank 05: +1 additional limb.
  • Rank 06: +1 additional limb.
  • Rank 07: +1 additional limb.

Alternate Form[edit]

You have the ability to change into a diffrent form for a set amount of time, allowing you to use new powers at your Alternate Form Rank. Choose forms from:

Energy: You are made up of energy, such as fire or electricity. You gain the powers of Blast, Flight, Immunity, and Teleport.

Gaseous: You are a cloud of gas, like fog or mist. You gain the powers of Concealment, Flight, Immunity and Suffocate.

Ghost: You are incorpreal and invisible, largly unaffected by the physical world. You gain the powers of Concealment, Flight, Immunity, and Insubstantial

Liquid: You are made up of liquid (such as water). You gain the powers of Blast, Concealment (limited to underwater), Elongation, Immunity, Suffocate and Swimming.

Particulate: Your body is composed of a granular or particulate substance like sand, dust, salt and so forth. You gain the powers of Blast, Elongation, Immunity, Strike and Super-Movement (slithering).

Shadow: You transform into a living Shadow. You gain the powers of Concealment (visual, limited to areas of shadow), Fatigue (chilling touch), Immunity, Insubstantial, and Super-Movement (slithering, wall-crawling).

Solid: You are made up of a hard substance like stone or metal. You gain the powers of Density, Immunity and Protection.

Swarm: Your 'body' is actually thousands of other tiny creatures; insects, worms, even little robots. You gain the powers of Blast, Flight, Immunity, Strike, and Super-Movement (slithering, wall-crawling).

Two-Dimensional: You can flatten yourself to become almost infanitly thin. You gain the powers of Concealment (visual, limited to one side) Strike and Super-Movement (slithering).

  • Rank 01: Lasts for 5 minutes.
  • Rank 02: Lasts for 20 minutes.
  • Rank 03: Lasts for 50 minutes.
  • Rank 04: Lasts for 1 hour, 15 minutes.
  • Rank 05: Lasts for 3 hours, 5 minutes.
  • Rank 06: Lasts for 8 hours 45 minutes.
  • Rank 07: Lasts for 12 hours 30 minutes.
  • Rank 08: Lasts for 20 hours 10 minutes.
  • Rank 09: Lasts for 1 day 12 hours.
  • Rank 10: Lasts for 2 days.

Anatomical Seperation[edit]

You can split off parts of your body and keep all of the parts functioning relativly normally. The process of seperation causes you no harm, although it can be disconcerting to watch. Your seperated parts remain fully functional, so you can see out of a seperated eye, manipulate things with a seperated hand, and so forth.

  • Rank 01: Detach 1 body part.
  • Rank 02: Detach up to 2 body part.
  • Rank 03: Detach up to 3 body part.
  • Rank 04: Detach up to 4 body part.
  • Rank 05: Detach up to 5 body part.

Animal Control[edit]

You can exert mental control over animals for a time. You can only issue simple commands that an animal can understand like "go there", "Stop" or "Attack". Obviously self-destructive commands are automaticlly ignored.

  • Rank 01: Lasts for 5 minutes.
  • Rank 02: Lasts for 20 minutes.
  • Rank 03: Lasts for 50 minutes.
  • Rank 04: Lasts for 1 hour, 15 minutes.
  • Rank 05: Lasts for 3 hours, 5 minutes.
  • Rank 06: Lasts for 8 hours 45 minutes.
  • Rank 07: Lasts for 12 hours 30 minutes.
  • Rank 08: Lasts for 20 hours 10 minutes.
  • Rank 09: Lasts for 1 day 12 hours.
  • Rank 10: Lasts for 2 days.

Animal Mimicry[edit]

You can gain the traits of animals for a short time. You can change subjects at will. So one moment you can mimic the speed and agility of a cheetah, then the strength of an elephant, the claws of a tiger, and the soaring flight of an eagle. You can only mimic one animal at a time.

  • Rank 01: +1 animal to mimic.
  • Rank 02: +1 animal to mimic.
  • Rank 03: +1 animal to mimic.
  • Rank 04: +1 animal to mimic.
  • Rank 05: +1 animal to mimic.
  • Rank 06: +1 animal to mimic.
  • Rank 07: +1 animal to mimic.

Animate Objects[edit]

You can imbue a certain number of objects with animation and a semblance of life, making them constructs under your control for a time. The object gains movement according to it's form; statues can get up and walk, for example, rugs can crawl, balls roll, cars drive, etc.

  • Rank 01: 1 object for up to 5 minutes.
  • Rank 02: 2 object for up to 20 minutes.
  • Rank 03: 3 object for up to 50 minutes.
  • Rank 04: 4 object for up to 1 hour, 15 minutes.
  • Rank 05: 5 object for up to 3 hours, 5 minutes.
  • Rank 06: 6 object for up to 8 hours, 45 minutes.
  • Rank 07: 7 object for up to 12 hours, 30 minutes.
  • Rank 08: 8 object for up to 20 hours, 10 minutes.
  • Rank 09: 9 object for up to 1 day, 12 hours.
  • Rank 10: 10 object for up to 2 days.

Astral Form[edit]

You can seperate your astral form--your mind, spirit or life force--from your physical body. Your body sinks into a coma while your astral form is free to move about on its own, but is limited to the distance it can travel away from your body. Your astral form is invisible and incorpreal, immune to physical effects, and able to pass freely through material objects. You can move anywhere within your maximum range in an instant. Your astral form has your normal visual, auditory, and mental senses.

While in astral form you can become visible at will and mentally speak with other people. Mental and sensory effects work on your astral form, and you can use your own mental and sensory effects on the physical world while in astral form. While your astral form is away, you are unaware of your physical body, although you immediatly know if your body suffers any damage. You can return to your body instantly at any time.

  • Rank 01: Effective range of 15 feet.

Blast[edit]

You make a damaging ranged attack. It is generally a blast of some form of energy.

  • Rank 01: Effective range of 15 feet.
  • Rank 02: Effective range 0f 30 feet.
  • Rank 03: Effective range of 80 feet.
  • Rank 04: Effective range of 125 feet.
  • Rank 05: Effective range of 300 feet.
  • Rank 06: Effective range of 700 feet.
  • Rank 07: Effective range of 4 miles.
  • Rank 08: Effective range of 15 miles.
  • Rank 09: Effective range of 26 miles.
  • Rank 10: Effective range of 50 miles.

Burrowing[edit]

You can burrow through the ground, leaving a tunnel behind you. You burrow through soil and sand at your normal speed. Burrowing through hard clay and packed earth reduces your speed by 1 rank. Burrowing through solid rock reduces it by 2 ranks. The tunnel you leave behind is either permanent or collapses behind you immediatl (your choice when you begin burrowing each new tunnel.

  • Rank 01: You have a burrowing speed of 1 MPH.
  • Rank 02: You have a burrowing speed of 2 MPH.
  • Rank 03: You have a burrowing speed of 5 MPH.
  • Rank 04: You have a burrowing speed of 10 MPH.
  • Rank 05: You have a burrowing speed of 25 MPH.
  • Rank 06: You have a burrowing speed of 50 MPH.
  • Rank 07: You have a burrowing speed of 100 MPH.
  • Rank 08: You have a burrowing speed of 250 MPH.
  • Rank 09: You have a burrowing speed of 500 MPH.
  • Rank 10: You have a burrowing speed of 1,000 MPH.

Cold Control[edit]

You can create an area of extreme cold within a certain radius.

  • Rank 01: Effective radius of 10 feet and a duration of 1 minute.
  • Rank 02: Effective radius 0f 30 feet and a duration of 5 minutes
  • Rank 03: Effective radius of 80 feet and a duration of 15 minutes
  • Rank 04: Effective radius/range of 125 feet and a duration of 35 minutes
  • Rank 05: Effective radius/range of 300 feet and a duration of 90 munites
  • Rank 06: Effective radius/range of 700 feet and a duration of 4 hours
  • Rank 07: Effective radius/range of 4 miles and a duration of 7 hours
  • Rank 08: Effective radius/range of 15 miles and a duration of 14 hours
  • Rank 09: Effective radius/range of 26 miles and a duration of 19 hours
  • Rank 10: Effective radius/range of 50 miles and a duration of 24 hours.

Communication[edit]

You can communicate over a distance using a medium other than your voice. Choose a sense type as a medium for your communication (infrared, ultrasonic, radio, or mental communication, for example). You may also use a special sense type (neutrinos, gravitons, magical sendings, and so fourth). Communication is instantanius with any subject within your range. The recipient of your communication must be within range and have a means of perceiving your transmission (a reciever of some sort; 1 rank in any mental ability is all that's needed to recieve mental communication). You can recieve Communication of the same type as your own. Recievers can choose to ignore you communication, if they wish. Communication is language-dependant; you and the subject must speak the same language. Your communication is point-to-point.

  • Rank 01: Effective range of 15 feet.
  • Rank 02: Effective range 0f 30 feet.
  • Rank 03: Effective range of 80 feet.
  • Rank 04: Effective range of 125 feet.
  • Rank 05: Effective range of 300 feet.

Comprehend[edit]

You can comprehend diffrent sorts of communication.

  • Rank 01: You can understand any language (spoken or written).
  • Rank 02: You can read/write any language.
  • Rank 03: You can understand the language of any animal.
  • Rank 04: You can 'speak' the language of any animal.
  • Rank 05: You can understand the language of plants.
  • Rank 06: You can 'speak' the language of plants.
  • Rank 07: You can understand the language of any machine.
  • Rank 08: You can 'speak' the language of any machine.
  • Rank 09: You can understand the language of any object.
  • Rank 10: You can 'speak' the language of any object.

Concealment[edit]

Using this effect, you gain concealment from a particular sense--usually sight or hearing--although you are still detectable to other senses (even other senses of the same sense type). You cannot have concealment from tactile senses.

  • Rank 01: 5% concealment.
  • Rank 02: 8% concealment.
  • Rank 03: 14% concealment.
  • Rank 04: 22% concealment.
  • Rank 05: 35% concealment.
  • Rank 06: 47% concealment.

Confuse[edit]

The target of this power becomes confused, for a time, unable to independantly determine their actions. A confused character that is physically unable to act babble incoherently. Attackers are not at any special advantage when attacking a confused character. A confused character that is attacked automaticlly attacks it's attackers as long as it is still confused.

  • Rank 01: Lasts for 5 minutes.
  • Rank 02: Lasts for 20 minutes.
  • Rank 03: Lasts for 50 minutes.
  • Rank 04: Lasts for 1 hour, 15 minutes.
  • Rank 05: Lasts for 3 hours, 5 minutes.

Corrosion[edit]

Your touch causes matter to weaken and corrode.

You wield primal cosmic power. You can project Blasts (See Above) of cosmic force.

  • Rank 01: Effective range of 15 feet.

  • Rank 04: Effective range of 125 feet.
  • Rank 05: Effective range of 300 feet.

Create Object[edit]

You can form solid objects out of nowhere. They may be solidified energy, transmuted matter, ice, stone, or something else entirely, depending on you description. You can create any simple geometric shape or common object (such as cube, sphere, dome, hammer, lens, disk, etc.) The admin has final say on whether or not a particular object is too complex. You object can't have any moving parts more complex that a hinge. They can be solid or hollow, opaque or transparent, as you choose when you use the power.

Created objects can be damaged and broken like ordinary objects. They also vanish if you can no longer maintain them, if you're unconciouse, for example. You can repair all damage to a create object at will with 1 full minute of concentration. A create object can provide cover and/or concealment (if it is opaque). Created objects block incomming attacks but block outgoing attacks as well.

You can trap a target inside a large enough hollow object (a cage or bubble, for example). A trapped character can break out of the object normally.

  • Rank 01: Can create object up to 5-foot cube.
  • Rank 02: Can create object up to 10-foot cube.
  • Rank 03: Can create object up to 15-foot cube.
  • Rank 04: Can create object up to 20-foot cube.
  • Rank 05: Can create object up to 25-foot cube.
  • Rank 06: Can create object up to 35-foot cube.
  • Rank 07: Can create object up to 45-foot cube.
  • Rank 08: Can create object up to 50-foot cube.
  • Rank 09: Can create object up to 100-foot cube.
  • Rank 10: Can create object up to 150-foot cube.

Darkness Control[edit]

You can blanket an area in darkness, creating total visual concealment.

  • Rank 01: Effective radius of 10 feet and a duration of 1 minute.
  • Rank 02: Effective radius 0f 30 feet and a duration of 5 minutes
  • Rank 03: Effective radius of 80 feet and a duration of 15 minutes
  • Rank 04: Effective radius/range of 125 feet and a duration of 35 minutes
  • Rank 05: Effective radius/range of 300 feet and a duration of 90 munites
  • Rank 06: Effective radius/range of 700 feet and a duration of 4 hours
  • Rank 07: Effective radius/range of 4 miles and a duration of 7 hours
  • Rank 08: Effective radius/range of 15 miles and a duration of 14 hours
  • Rank 09: Effective radius/range of 26 miles and a duration of 19 hours
  • Rank 10: Effective radius/range of 50 miles and a duration of 24 hours.

Datalink[edit]

You can interface with computers over a distance. Choose a sensory medium, as with Communication (see above). Datalink is typically a mental or radio sense effect. To interface with an unfamiliar computer, you muust be able to accurately sense it, or you must search for it.

Dazzle[edit]

You can overload all of a target's senses of a particular type--usually visual or auditory--rendering them temperarily useless for a time.

  • Rank 01: Effective radius of 10 feet and a duration of 1 minute.
  • Rank 02: Effective radius 0f 30 feet and a duration of 5 minutes
  • Rank 03: Effective radius of 80 feet and a duration of 15 minutes
  • Rank 04: Effective radius/range of 125 feet and a duration of 35 minutes
  • Rank 05: Effective radius/range of 300 feet and a duration of 90 munites
  • Rank 06: Effective radius/range of 700 feet and a duration of 4 hours
  • Rank 07: Effective radius/range of 4 miles and a duration of 7 hours
  • Rank 08: Effective radius/range of 15 miles and a duration of 14 hours

Deflect[edit]

You can block ranged attacks as well as melee attacks. You can attempt to block as many attacks in a row as you like, but once you miss you cannot deflect the rest of the attacks.Deflect does not work against attacks that cover an area.

  • Rank 01: You can deflect slow moving projectiles (thrown objects).
  • Rank 02: You can deflect faster moving projectiles (Arrows).
  • Rank 03: You can deflect extremely fast moving projectiles (bullets).
  • Rank 04: You can deflect all solid projectiles.
  • Rank 05: You can deflect elemental energy blasts of a particular type (fire, electricity).
  • Rank 06: You can deflect all elemental blasts.
  • Rank 07: You can deflect energy blasts of a particular type (sonic, radiation).
  • Rank 08: You can deflect all energy blasts.
  • Rank 09: You can deflect a certain mental attack.
  • Rank 10: You can deflect all mental attacks.

Density[edit]

You can increase you mass and therefore your strength and durability. You're increased mass and density means that you cannot leap or swim (Attempting to swim causes you to automaticlly sink to the bottom).

  • Rank 01: You gain an additional mass of 100 lbs and lift twice you're new weight.
  • Rank 02: You gain an additional mass of 150 lbs and lift twice you're new weight.
  • Rank 03: You gain an additional mass of 300 lbs and lift twice you're new weight.
  • Rank 04: You gain an additional mass of 600 lbs and lift twice you're new weight.
  • Rank 05: You gain an additional mass of 1200 lbs and lift twice you're new weight.
  • Rank 06: You gain an additional mass of 2400 lbs (1.2 tons) and lift twice you're new weight.
  • Rank 07: You gain an additional mass of 4800 lbs (2.4 tons) and lift twice you're new weight.
  • Rank 08: You gain an additional mass of 9600 lbs (4.8 tons) and lift twice you're new weight.
  • Rank 09: You gain an additional mass of 19200 lbs (9.6 tons) and lift twice you're new weight.
  • Rank 10: You gain additional mass of 38400 lbs (19.2 tons) and lift twice you're new weight.

Device[edit]

You have a device--an item giving you certain super traits. The device might be a piece of super-science technology, a magical artifact, or a focus of cosmic power. So long as you have access to the device you have access to its traits. When you acquire the device you choose one super power for that device, the devices rank matches that of the super-power it imitates.

  • Rank 01: Matching rank of chosen super-power.
  • Rank 02: Matching rank of chosen super-power.
  • Rank 03: Matching rank of chosen super-power.
  • Rank 04: Matching rank of chosen super-power.
  • Rank 05: Matching rank of chosen super-power.

Dimensional Pocket[edit]

You have a 'pocket' dimension capable of holding a set amount of material, or even creatures. You can store up to your maximum capacity of items in your pocket, retreiving them at a later time. If you try to fit an item into your pocket that would exceed your capacity, nothing happens. You can trap opponents in your dimensional pocket, if you have the capacity to hold them.

  • Rank 01: The pocket can hold a mass of up to 100 lbs.
  • Rank 02: The pocket can hold a mass of up to 150 lbs.
  • Rank 03: The pocket can hold a mass of up to 300 lbs.
  • Rank 04: The pocket can hold a mass of up to 600 lbs.
  • Rank 05: The pocket can hold a mass of up to 1200 lbs.
  • Rank 06: The pocket can hold a mass of up to 2400 lbs (1.2 tons).
  • Rank 07: The pocket can hold a mass of up to 4800 lbs (2.4 tons).
  • Rank 08: The pocket can hold a mass of up to 9600 lbs (4.8 tons).

Elongation[edit]

You can elongate your body and limbs to extend you reach. This allows you to make melee attacks at a greater distance and move your elongated distance in a single move by stretching out to a spot and pulling the rest of your body after you, or extending your limbs to give you a longer stride. "Snapping Back" to your normal shape can be acomplished instantly and at will.

Resurrecting a character takes a great deal of energy and time to acheive. When resurecting a character the process takes at least fifteen minutes and you must keep physical contact with the character through the entire process. You can move instantly from place to place without covering the distance in between. You can teleport yourself and an added amount of mass. Note that in order to use this power you must have direct line of sight or a clear mental image of where you wish to end up.

Any time that a character teleports without direct line of sight there is a 1% chance of the character misjudging and trying to materialize inside a solid object. When this occurs the player is pushed to the closest open space and takes an undetermined amount of damage in the process.

Alignment And Reputation[edit]

Alignment
There are only three alignments; Good, Evil and Neutral. Heroes are good while Villains are Evil. Neutral is an alignment reserved for NPC's only.

Reputation
Reputation is a vague way of determining how the general public perceives you. A Positive reputation (+1 to +10) means that the people look up to you as their hero. A negative reputation (-1 to -10) means that the people fear you.

There are two main ways to improve or damage your reputation, they are:

  1. Civilian Casualties
  2. Collateral Property Damage

It is true that on occasion loss of civilian life and massive property damage is unavoidable, however the unjustified death of civilians or destruction of property will result in a negative reputation. Likewise, taking great care and going the extra distance to save civilians and property will result in a positive reputation.

How This Effects the Game...
Once a Hero has joined the League of Heroes they are members for life. There is only one exception to this rule. Any hero who, at any time, has a Reputation of -5 or lower may choose to switch sides and become a villain.

Likewise; Any villain who, at any time, has a Reputation of +5 or greater may choose to switch sides and become a Hero.

The League of Heroes is the largest force of heroes in Freedom City. Making their home in the top eight floors of the Enforcer Building the League of Heroes keeps an ever watchful eye on the city they have sworn to protect.

The Fearsome Trio is a small time band of low-level super-humans that despite their weaker powers somehow manage to always allude captivity.

Darkhardt is the leader of The Fearsome Trio. He is also the oldest and most experienced member of the small band.

Sector 7[edit]

Sector 7 is Freedom City's largest manufacturer of everything from the latest high-tech artificial intelligence to auto parts to pharmaceuticals. Almost everything in Freedom City has at least one part with the S7 logo stamped on it.

Lately large donations have been made to the Enforcers by the anonymous CEO of Sector 7, though this person's identity remains shrouded in secrecy they seem to have a real interest in the League of Heroes.
