The empire

The Empire is a vast area of about 10,000 solar systems. About 15% of these systems have at least one prime world (a world with an indigenous sentient population). Most of the prime worlds were originally inhabited by several different sentient spices but a few only has one indigenous sentient race. These people has had the hardest time being assimilated in a society with many different sentient beings. About 70% of the empire was settled or contacted around 20,000 to 14,000 years ago, in what was known as the first exploratory phase. This phase was brought to a halt by the contact with the Void, the Rift, the orc tribes and the Eldar Confederation. These about 7,000 worlds are the most developed in the empire and is sometime referred to as the core worlds. About 5% of the worlds was settled in the intermediate period from 14,000 years ago until 500 years ago. With the great defeat of the orcish tribes 500 years ago at the battle of Kendaha and with the subsequent withdrawal of the orcs the second exploratory phase began. The 25% of the imperial worlds that was colonized in this period is mostly wartorn or very primitive.

The Empire is actually several planetary or multi-planetary nations that all pay homage to the Emperor and in turn is protected from the pseudonatural by the Emperor and is protected from external enemies by the the Imperial fleets and armies. Some systems are multicultural with several nations on the planet others are planetary dictatorships, yet others are direct democraties where every sentient on the planet votes on every decision. And on the Thri-Kreen hive-world of Al-Daan every being is in telepathic contact with everyone else and collective decision are made planetwide within a fraction of a second. Planets in the Empire belongs to the planetary governments, but the space between them belongs to the Empire and therefore all trade between planets is taxed by the Empire.
