The sight of Hachiro bounding among buildings practicing his movement techniques in the early morning is a common sight in Konoha in the mornings as he goes about his errands for the day, often accompanied by his little sister Naoko. He always has a smile for those he passes and knows much of the village by name and face. Only a few who know him well and remember him as a child suspect that his constant friendly and cheerful nature are in part a persona he developed to help his sister deal with the long absences of their mother, Shizuka, who is a specialist in long ranging missions to other countries and ninja villages and is rarely home (their father left shortly after Naoko was born, and Hachiro does not really remember him). They were raised mostly by Takeshi Saito, their mother's brother.

Hachiro has inherited his mother's Bloodline Limit, an ability to imbue his body with elemental chakra with an ease and flexibility unachievable by normal ninja, who must resort to dangerous techniques such as Chidori to achieve similar effects. His wind and earth natures allow him to propel his body or taijutsu attacks with great speed or strike with fists of hardened stone. He entered the Academy to become a ninja and protect his family and friends.
