Power levels

There are thousands of superheroes in the Avatar's World, as well as thousands of villains. Power levels vary, but can generally be classified as follows:

  • PL 5-8: Low-powered, "street-level" heroes and villains. Most (but by no means all) non-powered ones fit there.
  • PL 9-11: The "average" supers. That's where the bulk of the meta-human population is.
  • PL 12-13: High-level powers. While not the most powerful folks in the worlds, those in this category are still notably above the average metahuman, and often compose the "B-list".
  • PL 14-15: Elite supers. These are the ones regular meta-humans see as super-powered. Nearly all of the Global Champions and Global Might fit there. This category covers about 1% of metahumans worldwide.
  • PL 16: Abnormally powerful. Three known active individuals. Nollius, with his unmatched magical powers. Cryo, who, in addition to his own considerable inventions, has access to all the technology in the Cryosphere. The Avatar...Whatever he is.


PL 15 appears to be the pinnacle of what mutation can achieve. PL 14 magicians are considered archmages; PL 15 is never achieved without some special advantage.


Of course, power level isn't everything. It is not Cryo's power level so much as his cunning and resources that make him dangerous, after all.
