Professor Cryo is quite possibly the single greatest supervillain in Earth's history. Both a genius inventor and a cunning mastermind, he commands countless supervillains, and can on thousands more at any time.
And yet, the Professor rarely launches grand evil plans outside of the Cryosphere. He cannot afford to - the Second Battle of the Cryosphere has proven that the balance of power is fragile, and that in an all-out conflict with the world's heroes, victory is not assured for either side. Granted, the heroes' decimation at Jerusalem may change that...But for now, most of Cryo's plans are pursued in secret.
