The Emerald Regency Brief: Dictatorship/Cult of Personality Current Leader: Holy God-General Harza Caide III

Brief: Soma was hit hard by the Scream, rapidly falling into anarchy and inter-regional balkanization, and multiple periods of nuclear war.

Approximately 85 standard years before current year, a young warrior name Harza Caide visited the ruins of Lann, a valley with xeno relics as well as the irradiated ruins of a human settlement. There he had a religious epiphany, killed his own warlord, and claimed the battle force as his own. After a series of brilliant/insane campaigns to unite the other warlords under his command, he began 'Operation: Follow Me or Die', which included several genocidal strikes against nearby nation-states. After that, he consolodated the two main continents under his reign via bloody fast-paced wars and five different political weddings.

His son, Harza Caide the Second, completed his task of planetary unification by creatinga cult of personality around his father's legend and declaring himself "The Incarnation of our Holy God Harza Caide". Under Harza the II, the planet was able to pull itself up to a post-Spike Drive tech level. This was only capable for a small minority of the world, however--many lived in 19th to 20th century levels, or worse.

Harza the II spent the last decade of his life moving to the stars, using the new spike drives and battle frigates to explore old routes and conquer new stars. After a sudden shuttle accident that took out Harza and his first son Kal, his second son Poul declared himself Harza the III.

The Third's reign has been brutal and expansive. The Emerald Regency has taken over at least seven star systems with exploratory fleets throughout the sector, and the Third's long political diatribes shows that he has goals for the entire sector.

Organization: All power and rights comes from the Regent Holy-General's whim. Laws can change at any time or be ignored if it suit's the Regent's desires. Most of the GDP of the Governance is spent on military, particularly fleet and invasion forces.

For approximately 2% of the populus, life is opulent. For the rest of the world, life is at a Tech level 3.0-3.5, and a poor one at that. Each world is given a Governor, whose sole mission is to meet the high taxes placed on the system. Revolutions are brutally cut down, religions (other than the Church of the Regent and the Cult of the Third Eye, a pro-psionic cult that was absorbed into the Government) are prohibited, and everything is monitored with computer and surveillance networks a Tech Level above anything the locals are given.
