These are factions in Titan Sector, featured in "SWN: On the Perimeter" campaign for Stars Without Number.

Terran Mandate

A golden Pre-Scream megagovernment spanning countless worlds. Originating on Terra, this galactic empire leaned heavily on the psitech jumpgates. When the Scream destroyed those gates, the Mandate suffered an irreparable break. Hundreds of years later, smaller stellar governments arose when interstellar travel and trade was re-established in some sectors, however it is unlikely that the Mandate will ever return in any meaningful way. All that remains are the pockets of lost pretech and any unrecovered outposts they may have left behind.
