Salt Coast: Nationless Peoples

The nationless are any peoples who claim no land of their own, instead living within the borders of other nations.

Borders[edit]

The notion of physical border markers is not applicable here, but to give some idea where the major nationless groups might be found.

Humans: More than two-thirds of humanity makes its home throughout the dwarven empire.
Half Elves: Rare in the lands, half elves may be found in similar numbers in the dwarven empire, the hartshorn, the ferrous wastes, and the inner isles.
Gnomes: Gnomes are split fairly evenly between the Clanclave Mountains of the dwarven empire and the Hartshorn.
Tieflings: As rare as half elves, tieflings nevertheless choose by and large to dwell within the dragonborn protectorate, and all who do so are full citizens of the protectorate. However, because of their habit of being spontaneously birthed into every race and culture on the map, they are listed with the nationless.
Orcs: More often than not, orcs will be found in the high reaches of the Clanclave Mountains.

Languages[edit]

All nationless speak the dwarven trade tongue (common). Additionally, the various nationless peoples speak the following languages:

Humans: Humans generally also speak the primary language of the nation they've chosen to live in.
Half Elves: Being well travelled, half elves also speak elvish and one other language from the lands they have lived in.
Gnomes: Gnomes adopt high dwarvish or elvish almost exclusively depending on whether they are Clanclave or Hartshorn folk.
Note: Gnomes do not have their own language in this setting. PC gnomes should replace Gnome with High Dwarven or Elvish.
Tieflings: Tieflings are born knowing how to communicate in the outlander tongue. (In this setting, outlander encompasses both celestial and infernal).
Orcs: Orcs also speak their racial tongue, orcish.

Government[edit]

By definition, the nationless are generally assumed to follow (or break) the laws of the people they live among. There are some notable exceptions, however.

Note: These are general trends, not absolutes.

Humans: By and large, humans submit to local authority, but for serious or personal enough offences, dueling is a time honored way of settling things.
Half Elves: Half elves adhere to elven law. In most other situations when bound by law, they request exile to elven lands.
Gnomes: Gnomes typically submit to local law.
Tieflings: Over time, tieflings completely supplanted the legal system of the dragonborn protectorate in such a way that the dragonborn wholeheartedly embraced them taking it off their plates, This judiciary is known as the Tiefling Parliament.
Orcs: Orcs typically scorn any matter of law not adjudicated by personal combat.

Religion[edit]

Religious adherence is both a communal and a deeply personal choice. The ideologies outlined below should be considered communal norms for the race in question, with the understanding that individuals might show much greater variance.

Humans: In most instances, humans follow Lady Death, the Wanderer, the Warrior, and/or the Three, but in recent years many have turned to Taam'at the Eye.
Half Elves: Half elves look almost exclusively to Maerlwyn or her sister Marwolaeth.
Gnomes: Gnomes of the clanclave usually look to the Smith, the Three, or the Wanderer. Gnomes of the hartshorn look almost exclusively to Maerlwyn.
Tieflings: Tieflings worship Taam'at the Eye, Lady Shi. Lok'mal, or the imprisoned elemental Galewrath.
Orcs: Orcs revere the oldest gods: the Ancient Mist, the Night, and the Never.
