Command 6
You cannot stage a coup in the Eternity Station on the scale the Consciousness did without a certain modicum of tactical competence. There are those of the Functionary-caste who are soldiers. Robbed of their free thought though, they are more akin to combat drones who are capable of protecting the Eternity Station rather than leading invasions into new territories across the Universe. The members of the Consciousness are devoted believers but not fanatics. The success of the Moderators is partially because of their criticisms and observations, which must allow for some dissident thought for their function to succeed. How would a gardener trim a rose bush if he did not cast judgement upon the rose bush in the first place?
Development 4
A caste system born out of crisis rather than spirituality. It molded life on the Station to its fit drastically, to combat the thinking plague. The caste system also stymied further development of its culture. The Station was held in cultural stasis.
The Consciousness had some high technology available to it, but most of its efforts where put into upholding the status quo. The Untouchables were basically held in life-support during its entire epoch. The Functionaries needed their thought-patterns formed on a daily basis. Technology made this possible.
The Moderators where the least tampered with. The cognitive agents were the detectives and judges of the Consciousness, tasked with solving the riddle of the intelligent quantum virus. The Clinicals, the highest caste, held the most advanced technology, but they where cold and calculating, not armed with enough original thought to put all the pieces together. The Clinicals were the final arbiters of the Station though, and more than one Moderator got sentenced to disintegration by their objective councils.
Resources 5 - Standard of Living 3, Market Power 5
The standard of living held a certain base line, but without enough free thought, who was to complain? Even the Clinicals needed but the most basic of lifestyles to remain functional. It was the Moderators who had the most to loose here.
The Consciousness had a lot of hard cash, but almost all of that was tied up in upholding the societal status quo. That doesn't mean that the Consciousness didn't have a vast economical potential, when set to purpose.
Awareness 5
The Consciousness followed up their coup of the Eternity Station with upholding good diplomatic relations with their neighbors. They also convinced them to practically quarantine them and have as little interactions with the Eternity Station as possible, due to the danger of the Thought-phage.
The Consciousness where suspicious of the origins of the Thought-phage, and they did have a presence in the black ops of the universe. It mostly directed this shadow war toward the negative realms of the anti-dimensions, which was the most obvious source of the Thought-phage.
Heroism 7
In a static government as the Consciousness, there was need for great individuals to keep it intact, and to stay above temptation ethically and morally. This was accomplished by the cold leadership of the Clinicals, and by the prowess of the Moderators. The Moderators where aware of the weight that rested upon their shoulders. To be frank, they were probably the only individuals who could understand that weight. They knew that even the Consciousness could only pause the Eternity Station for so long, and when its culture hit play, the Thought-phage better have been wiped out, lest it wipe out the Eternity Station. Such a burden put certain demands on its principals.
Complications 10
Thesis: Government should act as benevolent totalitarians. Freeing oneself of the strictures of the morality of the individual lets a governing body make the crucial decisions needed for survival. There must be agents who are free to take severe action, lest the body in its whole fail to see its full potential.
