The Eye (of Terror)
Perhaps using the Mount Kenya Space Elevator (est 2004), the Terror deployed dozens of construction bots into orbit. Over four years a station was built out at the Sun-Earth L2 point, in the shadows over a million kilometers beyond the moon.
Moving to the Earth-Moon L4 to become operational in 2008, the Eye is presumed to be protected by powerful deflector screens, as despite concerted effort its exact location has never been ascertained. In 2012 the USA seeded the L4 point with nuclear space mines, it is assumed that cloaked shuttle travel between earth and the Eye ceased at that point.
