The sophisticated thief known as L'Grenouille was a key figure in the Amsterdam-based hub of the European gangs that traded in priceless masterpieces as a form internal currency, something that could never be sold on the legitimate market but had cache between the continent's various criminal networks. Even before being caught (mistaken for some mere common looter while escaping the high-rise apartment in the London Shard he had liberated a private collection from) he had been thoroughly identified and incriminated by an Interpol undercover operation in the Amsterdam network.

Being caught in the aftermath of the Attack on London and not in a random sting must have been good fortune however, as unlikely as that may seem. Because, like many people, during the Attack his metahuman abilities first manifested, likely due to the stress and danger of the situation. And as a man of wealth and taste, at least before the wealth was confiscated and the taste left unappreciated, he refrained from using his powers to escape, when the price would have been exacerbating the already horrific situation of the attack. Allowing himself to be captured, he demonstrated his newfound abilities tot he authorities, and the powers that be were open to the idea of recruiting non-violent offenders with metahuman abilities rather than throwing them in the overstrained new facilities capable of holding them.

Of course that doesn't mean his old associates like Amsterdam gangster "Happy" Anders are going to be very happy with him.
