An ancient creature, possessed of immeasurable wealth and unshakable faith in humanity.  A pair of atomic mutants, tied together by fate. And there were more like them everyday: creatures of the unknown, "monsters" who had usually done very little to earn the title.  So Brother Eye had hijacked Lockheed's resources, forming an underground network dedicated to finding these creatures and challenging them to make the world a better place.
