The High Elves created early in their growth (though it is not documented when) a monarchy in which an elected head would have control over the race.  While this control was powerful enough, it generally did not take complete control over the people's lives.  There was, however, one exception.  Only a few hundred years after the establishment of a government, the High Elves elected a leader, Rukrym as their King.  Though Rukrum was indeed very unique in his missions (and even appearance), he appealed to many of the High Elves, and was thus trusted.  The ensuing dictatorship was severe, and all prior documents regarding the period were destroyed for their horrific nature.  Those very few elves that can recall the age only describe it as "awful" and "horrific", and dare not bring back much more memories than that.
