Pentheus
Three "technologies" involved in their plan: (Ritualistic, "Ellis" mechanical, symbolic tattoos)
Breeding "critters" (demonic watchdogs used by overseers)
Gathering political influence and wealth, especially in the U.S.
Gathering land (especially farms)
Three tattoo symbols:
Slave mark (intelligence diminishes dramatically)
Overseer mark (gains some control over demonic watchdogs)
Master's mark (allows communication with Outsiders)
Large incursion occurs in New York (and other places)
Pentheus gains large political influence; eventually communicate w/ Outsiders
Set up reservations where the Outsiders can come and kill people and land. A lot of the world remains untouched.

Pentheus is exempt from the lottery and they make a lot of money... Not evil, though.
All of this happens over about 16-22 years
Long-term, a group of people learn immunity to slave tattoo and volunteer to go to reservations.
They instigate a revolt of the slaves.
Outsiders are pushed out and a new golden age ensues... widespread merging of magic and technology.
The important people to the slave revolt have not been born yet.
