The first is about The Order. The Order is a secret society pretty much based on the Illuminati from Deus Ex combined with SHIELD. The Order was founded from a Medieval knighthood and pretty much exists to bring about world peace, by any means necessary. The organization has a public face as a United Nations based intelligence organization with nebulous powers but almost unlimited budget and equipment.

They fight terrorists, superhumans, and alien invasions with real-life military tactics. A few of them have superpowers but the majority of them are just extremely intelligent and highly motivated humans. There's a dark undercurrent to the Order, however, because it's as devoted to world peace and they aren't afraid to violate the law to increase their own power. There's a Stormwatch undercurrent in some respects, though the audience should always wonder if the Order being in charge would not be better. Their goal is peace at any cost.

The second is about The Brotherhood which is a secret society of what appears to be supervillains. The Brotherhood is basically a collection of killers, terrorists, and thieves who exist for the purposes of bringing down the Order - and every other corrupt government in the world. The Brotherhood generally acts like the Secret Six and are venal criminal types but they have a staggering loyalty to one another and also a genuine hatred of those who commit heinous atrocities behind money and power. Their goal is freedom at any cost.

Lupin III meets Saints Row meets Villains United! Basically, we have a Hood-style protagonist who is basically possessed of a moderate amount of genre saviiness and a huge number of mobster movies behind him. The thing is, despite how utterly insane his attempts to play off tropes are, they somehow WORK in this universe. Sort of like how he blatantly might riff Blofeld in Thunderball yet everyone just finds it business as usual. Surrounded by a gang of loyal henchmen (one of which will look like Summer Glau for some inexplicable reason), Doctor Chaos (he's not a Doctor of anything) spend all of their issues pulling off outlandish crimes.
  
Amusingly, the Order's leader is the most cruel while the Brotherhood's leader is the most noble while the reverse is true for their followers. There's a good deal of crossover between the groups as well.

Part of the fun being, like the Secret Six, they're mostly a collection of seriously messed up individuals but they fight against EVEN WORSE people (usually).

Much of the comic is devoted to the crazy company lampshading a lot of the oddball stuff in comics and playing them for all their worth. I also figure the comic would be RECONSTRUCTIONIST as opposed to deconstructionist.

Pitch

"Doctor Chaos' House of Villainy!"

Lupin III meets Saints Row meets Villains United! Basically, we have a Hood-style protagonist who is basically possessed of a moderate amount of genre saviiness and a huge number of mobster movies behind him. The thing is, despite how utterly insane his attempts to play off tropes are, they somehow WORK in this universe. Sort of like how he blatantly might riff Blofeld in Thunderball yet everyone just finds it business as usual. Surrounded by a gang of loyal henchmen (one of which will look like Summer Glau for some inexplicable reason), Doctor Chaos (he's not a Doctor of anything) spend all of their issues pulling off outlandish crimes.
