Quill is highly inexperienced in the real world, or crimes so well see how this goes...
His guitar is a self-made creation. It has a small storm elemental bound into it and it gets 'fed' by the alchemical shock to fuel a quasi-electric guitar feel. It's more like hooking up a six string to an amp and hoping for the best, but this guitar can double as a weapon if the cylinder of shock is twisted to the right. Many nasty electric and sonic things will follow soon after.
