Roll less than (21 - current POW) x 5% on d100. (Alternatively, roll less than 21 - current POW on d20. It's the same thing.)
Example: for a current POW of 12, a character would need to roll a 45 or less on d100. Calculation: (21 - 12) x 5% = 45%
If a successful POW gain is roll, roll and d100. On 01-10 add 3 to POW, on 11-30 add 2 to POW, and on 31+ add 1 to POW.
