Soon after the creation of the port a large force of the House Clemens, lead by strongman '''Claxton Clemens''', arrived, essentially took over several freshly built buildings and attempted to establish "Harbor Operations" that included controlling what ships could dock, and control the fishing industry, and to do so under the auspices of the "Way Its Done In All of Amber's Ports".  He demanded to be accepted as Harbor Master of Port Tosa because he was assigned to the office but Eustance Clemans, the Harbor Master of the City of Amber.  He and his men began extorting the ship captains attempting to land and the fishers in the newly constructed Port Green Vale.  The Port Green Vale natives were well aware of the Clemens family and immediately began cooperating in the same way they always had, considering them part of doing business and common life.

The insertion of the new "Harbor Master" was done at the ground floor level and many of the captains and fishers of the Tosa/York thought the situation unusual but cooperated due to the developing situation.

The problem with the Clemens and the new residents when a group of Clemens toughs attempted to extort from dockworkers during unloading of a Tosain fishing vessel.  The  group of 10 Clemens men assulted a group of 30 dock workers and would have easily subdued them if one of them had not been Ox, known as "Boxlifter"[[https://wiki.rpg.net/index.php/Ascorbic_and_Ox]]; a usually peaceful worker, but also a full member of [[CHAD]] and a former adventurer.  When his crew was attacked he was on board the ship and leaped to the dock and began thrashing the toughs, wielding one of them by the ankles against the other.

Port Green vale/ Port Tosa[edit]

Port Green Vale was a sleepy fishing village with a collection of aging docks servicing an active but under producing fishing industry north of the City of Amber. The region was assigned to the forces of Tosa/York and CHAD when they took service with Amber. When the forces of the Kingdoms of Tosa and York arrived,with their CHAD contingent they demolished the existing docks. They moved the local residents south and when they built their docks also built a fine new dock and buildings, including residences for 100 families in the newly renamed Port green vale south of the Port Tosa. The Ancient residents were initially enraged but became incredibly cooperative after the Tosians showed them what they intended.

The story is that Lord Fortunadas, the CHAD number two, took all of the residents of Port Green Vale to the world of Tosa and showed them a fishing village they were going to replicate to replace the one they were tearing down. They brought a duplicate of the village, stone by stone, back and placed it south of what became Port Tosa. The Villagers were delighted and are active in the Port Tosa community now.
