Kate considers herself a sort of Avengers sentinel (lower case, not upper case, those are something else and a public relations nightmare) keeping an eye on New York and making sure people remember that the Avengers do have a presence in their birthplace. If you asked her she'd probably say something like 'my office is the streets' but she is probably only doing it to quote some terrible 80's cop movie and amuse herself.
