• Tarun Singh: Owner and main bartender of the Black Water. Known to have pre-fall military experience, although it isn't something he talks a great deal about. He brews his own beers, which are quite well regarded in Noctis, particularly the Downside.

The Downside

The Downside consists of several of the underground levels of the Noctis Dome. As technology advanced and many of the necessary life-support components shrank, a great deal of less desirable space opened up in the lower levels of Noctis. Particularly with the refugee influx after the fall, the Downside became the haven of those too poor to live somewhere better, runaways, and criminals. Officially, the Downside is storage and maintenance, and is closed off. Unofficially, Noctis government and security officials are just as happy to have the undesirables in one place and out of sight. The term downsider, although specifically a reference to residents of the area, has come to be synonymous with criminal or vagabond. The area has been glamorized in a number of popular crime drama vids and vidgames, where it is usually referred to as 'the Shadows of Noctis' and ruled over by the 'the Don of Shadows'. Downsiders scoff at the depiction, but don't hesitate to take advantage of the occasional tourists that venture into the area because of it.

• The Black Water: A bar in the downside, named for the 'BLACK WATER ONLY' warning over the door, a remnant of the original dome's construction, when a sewage storage tank took up much of the main room. The bar is fairly large, but ends up feeling a bit cramped because of the dim lighting, haphazard booth and table arrangement, and the odd shape. The bar is a neutral territory of sorts, with the threat of being barred from the establishment enough to keep most of the patrons in line, though more than a few fights and assaults have taken place just outside the front door.
