The Orchid Garden Council[edit]
"The Council is old and influential, and consists of the Triads of Zhen Zhou - the ones who would crown themselves lords of the underworld, princes of their own realms. Separate from the Emperor, from the Great Clans and the other organizations who vie for power in their own worlds, the Triads persist - because of the Pact of the Orchid Garden. Because no hand is to be raised against another member, family or Triad." -Argent, ZB chapter 1
The Orchid Garden Council - named after the place where the pact was struck, and because orchids are associated with things old and respected - are the forum in which the Triads interact with each other. They tend to gather in large council rooms, where they can sit around with faces in shadow and discuss the fate of Zhen Zhou. Of course, every single person within every single Triad (Twelve large ones and a myriad lesser ones) have their own agenda and outside influence.
The rules of conduct in the Council are enforced by The White Faces.
