Larry Smalls puts the special into the Special Equipment Tactical Operations and Response (SETOR) unit. Larry's expertise with all things mechanical ranges from obsolete combustion engines to ultra-sophisticated autonomous minidrones. Smalls' official rank is mechanical specialist, but he may be the best paid grease-monkey on the city payroll. Larry's salary is a source of much contention between the fiscally conservative chief of police Calvin and SETOR's Lt. Abbot.
