King Steve is the psychotic and delusional dictator of Breland. There is some evidence to suggest that he isn't even the son of King Boranal but the result of a dalliance between the Queen of Breland and Kanatash after he'd had too many strawberry daquiris. From the very beginning of his life, it was clear that King Steve was "special" and not playing with a full deck of cards. Indeed, it's entirely possible he has only one card in the Jester.

King Boranal's death at the hands of Jarlot in a duel over the bill of liquor at the Forgotten Freedom bar immediately touched off a civil war in the family. Assisted by the Aurrum, the majority of heirs killed one another off in a variety of plots and counterplots that resulted in Parliament stepping in to name the deranged Stephen as the Royal. Their belief that his insanity could be a tool in controlling him was quickly proven wrong as he promptly had Parliament dissolved with every member of the body liquidated. Literally, they were transformed into milkshakes by King Steve's Wands and then served to children for the Breland Jubilee.

For all intents and purposes, King Steve has restarted the Last War. He's invaded Darguun and promptly conquered it within a week. However, detractors have noted that Darguun was having their yearly drinking binge and the war has bogged down completely since then with the Goblins doing their best to repel the human invaders. King Steve chose to resolve this issue by promptly attacking Droam and the Eldeen Reaches. In Droaam's case, he has successfully pacified the region by bombing the rubble and drilling for mana despite the fact the region has no inhabitants thanks to the deaths of the Hags of Sora Kell. Aundair has repeatedly protested trying to conquer the Eldeen Reaches but it has only resulted in King Steve renaming their fries.

The actual kingdom is largely run by his Councilor Jacob Hunter, whom after being shuffled through every other layer of bureaucracy has now graduated to "M" but he/she/it has been unable to win control from the kingdom's deranged Lord for more important decisions. King Steve's current heir is Princess Sarah, but he's also got a long-standing statement that Lilly is the male heir. When he remembers his nephew exists.

Strangely, King Steve is insanely popular with the people.
