The House of Villains was born in the 1990s, basically being one of the many typical "let's team up to kill a superhero team" style groups. The six or seven incarnations of the team before Doctor Chaos didn't exactly cover themselves in glory, usually disintegrating due to in-fighting before the superheroes could get to them.

It's almost like they were teams of sociopaths or something.

Doctor Chaos' incarnation of the group, however, has been going on for the better part of a decade and shows no sign of slowing down. It's a group of "supervillains", "terrorists", and "psychotic revolutionaries" which commit crimes across the globe with impunity. So far, only the SHIELD-equivalent and superheroes have had any real success in slowing them down.

(The U.N. has tried sending supervillains against them but, unsurprisingly, this just created its own problems).

In a way, he's the Den-mother of the Team, serving as one of the few individuals who can anchor the other members. If Doctor Chaos' theories on supervillainy weren't hopelessly compromised by how close he was to the situation, the fact everyone follows him would indicate there’s something to them.

(Not that there haven't been palace coups in the past - they just all end up collapsing on themselves within minutes of his overthrow)

The House of Villains officially exists for the purposes of enriching its members but this is obviously crap to anyone who takes the slightest bit of time to analyze it. Doctor Chaos possesses personally over a billion dollars in untraceable wealth and its members could live their entire lives in abject luxury on his island. As a result, they're either motivated by personal loyalty to the Doctor or an abject need to do what they do.

The group would be a minor pain in the world's governments if not for the fact that the 8-10 members of the team usually possess enough power to redraw the world map at their leisure. Worse, they have done so and intend to do so again in the future. They've been involved in literally hundreds of operations ranging from the overthrowing of governments to practical jokes designed to humiliate the world's elite.

All without ever staying imprisoned for more than a week.

Needless to say, the public is of mixed feelings regarding the House. This is because a lot of the members are really hardcore killers or worse before they end up under Doctor Chaos' care. All of their heroic actions don't necessarily undo their past deeds, nor does the occasional member's heroic death. Quite a few superheroes are committed to bringing the group in, even if they occasionally do a bit of good.

Goals: To follow Doctor Chaos. To change the world for the better. To strike back at the corrupt in particularly painful and humiliating ways. To get rich. To sew chaos in a way that promotes liberty and human rights.

But mostly to follow Doctor Chaos.

Members: A mixture of aliens, mythologicals, skilled criminals, Changelings, and super-geniuses. Almost all of the members are supervillains drawn to the group by the allure of profit or past association. Bizarrely, its members seem to all end up relying on the Doctor despite a few being drastically more qualified to lead.

Power Level: A strange mix but some genuine world-beaters in addition to much more mundane ones. Humorously, Doctor Chaos is usually the weakest member by far.
