In the 1920s, a band of Pulp heroes discovered a hidden monastic order and their dark secret in the Mexican forests, and resolved to help protect the secret. They bought all the land around it from the Mexican government, and were allowed to quietly secede in exchange for some rather convoluted favors.

Rather than keep the guardianship as an occult society, or military style encampment, (both systems considered flawed both in their reliance on outside help and in the easy slide to corruption such systems have) they decided to move in farmers, builders, chefs, engineers, doctors, etc, and make a small, self reliant town instead.

They gathered their townsfolk from those left devastated by the hidden darkness in the world, folks who understood the value of caution and wouldn't want to go unearthing things best left buried. Although many Tăcerans nowadays were born there, new refugees are still brought in every year.

Of course, they were curious folks themselves, so they also brought in a small number of scientists to study the secret and its effects on the surroundings, ostensibly to better understand it/keep it caged, and the original monks are still kicking around with their old occult tomes, studying things from the other approach, hoping to find a way to destroy it, but in a community approaching 3000 people, they aren't the majority.

Finally, the original heroes moved their families here, and retired here when they got older. In the decades since, several other heroes have decided to make Tăcere their home, since a community where everyone has seen magic/superscience before is a fine place to raise a son whose likely to develop superspeed at puberty, or where being married to an obvious alien isn't going to ruin the property values.

Almost all Tăcerans are multilingual, since the refugees are brought in from all over the world. A large minority have strange abilities, either inherited from a heroic/villainous ancestor, or the result of strange accidents/training.
