Setting Notes of the World[edit]

  • The ‘Vigilance’ Act of 1971 – passed under the Nixon Administration, this Act was in response to increased Metahuman activities across the U.S., both costumed vigilantes and villains. The act created two federal agencies; the Federal Office of Metahuman Control (FOMC) and the Federal Investigations and Security Headquarters (FISH), who were tasked with creating a coordinated response from so-called ‘masked heroes’. FISH would sponsor teams of superheroes in major cities around the country. In agreeing to responding U.S. government requests for aid (if available and capable), FISH would provide these semi-independent teams with money for a base of operation and equipment (basically the ‘team’ will get so many Equipment Points for free that could be spend on a Headquarters, Vehicles, and minor equipment like communicators, night goggles, etc). FISH would also then provide these team legal representation and insures to cover any expenses they might incur while acting on the governments behalf. Team members are allowed to maintain a secret identity, only need to file their ‘supers’ name with the government. Those metahumans who do not register with the government in this way are subject to fines, incarceration, revelations of their true identities if apprehended and are denied access to government faculties and resources in all cases.
  • FOMC – Federal Office of Metahuman Control is based out of Washington DC and coordinates metahuman laws and legal issues. They present detailed reports every quarter to a Senate Subcommittee on Metahuman Activity over the last quarter, budget issues for themselves and FISH, and response and research any laws or bills dealing with metahumans.
  • FISH – Federal Investigations and Security Headquarters is the elite federal agency that deals mostly with the metahuman community most directly. Their operate off of one of three Super-Flying Carriers code-named Hammerheads (think of them as Marvel’s SHIELD, and the Flying Fortresses). Headed by General Marcus Hammer, the agency projects stability to the general population of the U.S. in controlling (or at least containing) the metahuman population (and they also run the various federal metahuman prisons in the U.S.). They also have offices in Washington DC and every city where there is a Project VIGINANCE sponsored team. They can provide access to federal databases and files on known meta-villains, along with agent support in cases of emergency. They run the six Meta-Human Prisons spread around the country and also the Super-Max Meta-Prison located at Area 51 on the salt flats of NV.


Seattle WA factbook[edit]

Facts that you might not know (as they are unique to the World of Project Vigilance)…

  • the Seattle of this world has a population of 8.6 million (in real world today, the greater Puget Sound region has a population of 2.2 or 2.3 million), with the downtown core spreading north through the Downtown core, Belltown, the Seattle Center, Capital Hill, the University District, Queen Anne and Fremont.
  • the Seattle Monorail encircles much of the great Puget Sound region, originating in downtown Seattle, heading south through Sea-Tac (international airport), to Tacoma, then back north east through Renton, Belleview and Redmond and all the way north to Everett and finally back south into Seattle. There is also an East-West line from Seattle to Belleview, across Lake Washington over I-90.
  • 20 years ago, Jeff Dee, billionaire, inventor, CEO of Newtronics Corporation (world-leading computer technology company) and one-time super-hero (Gauntlet) helped found the creation of the Seattle Space Needle Elevator. Built on the grounds of the Seattle Central and replacing the old Space Needle that was built back during the 1961 Worlds Fair. Completed in just four short years, it transformed Seattle into a world destination for cargo and travelers wishing to visit space at a reasonable price! Today Seattle has one of the most important seaports are tons of cargo is set up and down the elevator every day. Newtronics Corporation ran daily operations for the elevator for the next 11 years until CWI out bid them. There was another Space Elevator built just south of Tokyo 5 years ago, and plans for additional ones in China, and the EU. This has also lead to a fairly large number of space stations located in near earth orbit around these elevators, and the International Space Ring, which houses over 100 scientist and staff.
  • Cross World Industry (CWI) was founded 15 years ago by Randall Cross, who took his small family owned business (Puget Power Systems, a small power provider with geo-thermal heat sinks into Mount Rainer) into a world spanning company that is involved in hundreds of industries. Cross purchased the rights to operate the Space Needle from Newtronics Corporation and the US government 5 years ago and moved his company’s headquarters into the new constructed Sky-City Towers [[1]] (based on Tokyo Sky-City idea) located in Belltown about two miles away from the Space Needle Elevator).
  • MacroWorks (MW) is an outgrowth of Microsoft Corporation, headed by former employee Andrew Works. Located in downtown Seattle they have revolutionized wireless computer communication and are a world leader in this field. (i.e. the MircoWorks™ Headware Microcomputer™ allows you to buy rank 1 of Datalink with equipment points)
  • the Seattle Institute for the Criminally Insane (SICI) is based on the old US Navy Hospital [[2]] (the Pac-Med Building, which of course in the real-world today this is the Amazon corporate headquarters in Seattle, but it was a US Navy Hospital) it has housed such notorious villains as the Beekeeper, Mother Superior and the Comic Zoom (all non-powered villains). There is a 4 meter stone wall, topped with razor wire that surrounds the building in addition to the latest advanced prison security system around.
  • the location for the newest Project VIGILANCE headquarters is going up in Seattle own Smith Towers [[3]], and said to be opening to answer the call of the free people everywhere!

  • Manta-Man holding several advance degrees in science (engerineering, marine biology, physics, electronics), created an advanced SCUBA suit that also allows him to fly and fire electrical 'taser' bolts.
  • Evergreen unknown origin but possible elemental. Has powers over Plants, is very resistant to damage due to bark like skin and as a poisonous venom
  • Enforcer former spy for the US government who gain the ability to create powerful force fields and force constructions.
  • Dreamer powerful psionic able to create extermely realistic illusions.
  • Blizzard newests member who can control and generate cold and vibrations.
  • LaserFire said to have been empowered by strange aliens with a stone in his chest that allows him to controls fire and light elementals, and to fly.

the Protectors[edit]

Based out of New York City, team leader is Captain Cold. Team members include...

  • Captain Cold a Cold Control who had extensive military tactical training.
  • Empress claims to have been granted powers from 'hell-itself' can generate powerful flame like blasts, fly and is resistant to damage.
  • Archangel unknown origin, but has winged flight, low-level super strength and carries a ‘magic’ flaming sword
  • the Blue Knight super-scienctist whom created an advanced power armored suit that looks like Medieval plate-and-chain armor and carries a battleaxe that can project energy bolts.

the Centurions[edit]

Bases out of Washington DC, lead by Action Man. Team members include...

  • Action Man as limited 'Cosmic Energy' control ability – fires blasts of energy, regenerative abilities and heightened awareness. He also wears an advanced combat battle suit that provides him limited protection, increased strength and endurance.
  • Avenger probable mutant by the name Allen Avery, with super human strength and durability.
  • Magnetic Man after an industrial accident at New Dawn Technologies, Martin Law gained a strong control over Magnetism.
  • Micro-Girl after aliens kidnapped her and did strange experiments, Mirco-Girl gained the ability to shrinking down to 1" tall but retains her original weight and gets stronger the smaller she gets.
  • Morning Star combat battlesuit of her own design with two heavy ‘mace’ weapons that can extended out from each arm up to 100ft
  • Raven born into a life of privilege Randal Borne has trained his entire life to combat evil for the betterment of mankind. He is a superior athletic, with advanced fighting techniques.

Based out of Miami, has no dedicated team leader. Members include...

  • Jane-Be-Quick mild mannered college student Janice Harper was expossed to a chemical and instead of dying she became one of the fastest Super-speedster in the world
  • Mammoth is a mutant whom looks something like a Bigfoot with two large 'tusks' growing out from his lower jaw. He has super strength and regenerative abilities along with superhuman senses of sight and smell.
  • the Mouser Mike 'Mouser' MicGold was an Olympic gymnast who's coach was dealing with terrorist. When he discovered it he leaped into action on live TV and stopped a mass bombing that they had planned.
  • the Pharaoh unknown hero who claims to be carrying something called the magical ‘Staff of Ra’ that grants him various powers including flight, magical energy control, force-field generation.

the Watch[edit]

Based out of Chicago, has no dedicated team leader. Members include...

  • Warbird older hero from the 80's, use to be the side-kick the Avian Kid. Highly skilled, also wears a battlesuit that provides him winged flight, super-strength and limited resistance, and is very skilled combatant.
  • Big Chill during a freon accident gained Super-strength and cold control abilities.
  • Portal after a nuclear accident gained the ability to create teleporting portals.
  • Strobe mutant with light control powers granting him the ability to fly, create dazzling beams of light that could blind or harm, and 'hard-light' constructs.
  • Clockwork unknown origin or name, is a powerful Techno-kinesis, able to annimate, control, shape and reform any electronic or mechanical devices.
  • the Magnus claims to be a Sorcerer from Earth's past, and a powerful magic wielder

Formed by individual criminals who have all been beating in the past by the Crusaders. Past and Presently known Crushers include…

  • Mocker android and nominal team-leader (along with F.I.S.T. see entry below). Unknown origin, displaces high levels of physical and energy resistance, self-repair capabilities and some form of Sonic projection control. Wanted for multiple murders and terrorism, seems to have a total distant of most ‘humans’.
  • F.I.S.T. sort for Flying Infantry Shock Trooper, real name Frank Streeter. Stolen power armor from FISH ‘Mark V Barracuda’ program (the Power Armored system employed by FISH’s agents) that provides him with flight, life support, augmented strength and senses, and blasters. Has something of a Robin Hood reputation, and is not overly trusted by most criminals, though this reputation is mostly hype as he is ruthless and extremely greedy.
  • Mercury Mercenary (or Merc) speedster with super-human levels of modern weapon expertise. He has a deserved reputation as totally ruthless and merciless.
  • the Shrew real name Shiela Brewster, profession female boxer whom was exposed abusing performance enhancing drugs. When she was disbarred from competition for the rest of her life she seems to have undergone a psychotic break and her strength and reaction time are now at super-human levels.
  • the Bull is ‘Big Bill’ Buckfocd, a psychotic physical juggernaut. He is known for his irrational rage at almost any provocation and super-human levels of strength and resistant to damage.
  • the Vulture real name Victor Tuttle, had synthetic avian appendages surgically grafted onto his body. These include wings that allow him flight and razor sharp, steel hard talons on his hands and feet.
  • Temper identity and actual powers unknown, but possibly low-level mind or emotional control that seems to leave victims physically drained afterwards.
  • Boogeyman identity unknown, also part of the Inhuman League. Fire controller with the ability of flight and resistance to all forms of damage. Head is shaped like a jack-o-lantern and can also cause fear at those around him.
  • Marionette identity unknown, only 6” tall and a ‘puppeteer’ (mind controller)
  • Mace real name Theodore McIntyre, ex-con and advanced weaponsmith. Carries an electro-shock power mace of his own design and is a low-level meta with heightened sense of smell and hearing.
  • Nightstalker identity unknown, apparent ‘ninja’ with the powers of invisibility and super-human leaping abilities. Carries a sword that is said to be able to cut through anything on Earth.
  • Psi-Demon Charles Floopinski, also member of the Famous Floop Brothers gang. Mental blast and other minor psychic powers along with advanced melee fighting ability and artificial claws.
  • Storm Lord British villain by the name of Stanislaw Laird, powerful weather controller.
  • Stigmata also member of the Inhuman League. Was a military experiment fronted by a semi-secret branch of the US Army, code named MEDUSA (short for ‘Military Espionage Department, United State of America’). Human brain of one Private Jonathan Harker placed into a robot in the shape like a gargoyle that grants him the ability of flight, superhuman strength and resistance to damage. Also apparently has built in needle injectors to draw out blood of victims and claims to be a vampire and requires this blood to live.
  • Hornet identity unknown, insect themed power armor that grants him strong vibration control and flight.
  • Shocker identity unknown, electrical and chemical generation and control abilities.

V.I.L.E.[edit]

V.I.L.E. (Villains In Larcenous Enterprises) Formed with the expressed purpose of providing metahuman muscle for criminal enterprises that lack them. They generally hire themselves out to other criminal enterprises that need metahuman muscle or enforcers. Their prices are high, but they deliver the goods as it were.

Present known members include...

  • Proditor Cappela unknown origin or name, but often seems to be talking to himself or something who no one else has ever been able to see. Incredible super-human strength levels, can fly and super-sonic speeds and is almost invulnerable any known attack.
  • Booster Man unknown identity, has to ability to 'boost' many of his physical abilities, making him stronger, faster and more resilient to damage. Also boosts his overall combat effectiveness.
  • R.A.M. 101 (Robot, Arachnid Marauder) huge robot in the shape of a spider, it is believed to have been built by scientist of V.I.L.E. It can shot energy webs, blasters, has incredibly sharpened claws and rocket jets that allow it flight.
  • Doctor Wraithman unknown identity and powers along seems to be able to control fear and can summon ‘wraith’ like shadows to do his bidding.
  • Jovia real name Karla Truesdale, who’s father forced her to wear a gravity increasing belt from birth. This causes her muscles to grow incredibly dense as she aged. She is now barely five feet tall, but masses in excess of 400 lbs. She is super-humanly strong and wears a more advanced gravity belt that can project high gravity around certain areas.
