INDEPENDENT VILLAINS[edit]

  • Bandit: wearing an advanced tech suit that allows him to run at speed close to the speed of sound. Operates mostly in the southern west coast region, acting as a bank robber and snatch and grab expert.
  • Captain Communist: at one time the premier Soviet state superhero, with the collapse of the Soviet Union he went rogue and smuggled himself into the U.S. were he took up a life of crime to live a life of luxury.
