The United Planets is a loose organization of worlds who exist less as a single government and more an alliance of independents regulating trade and interplanetary relationships. Local laws vary, but there are a set of basic Affirmations laid out in the Concordance of Stellar Sovereignties or "ConStel" and ratified by all members. These ConStelAtions have the force of law on all member worlds.
The UP is based on a neutral, artificially terraformed planet called Nexus. It resembles 21st century Washington, DC, USA writ global. Many steps and columns. Most tranquil.
In the ConStel Criminal Justice System, sentients are served by two separate, but equally important groups. The Space Patrol who investigate crimes and the Nexus Rangers who are responsible for the safety of the UP as a whole. We're playing their stories.
Rangers are limited in their scope but broad in authority, whereas Patrol is responsible for the day to day dispensing of justice and order. There is significant rivalry between the groups in cases that cross jurisdiction, such as entities like Empress Mechanica, who is only interested in the conquest of individual planets, but is also a sovereign ruler of a foreign power.
Technology: Space is big. Really, big. To get from one planet to another is basically impossible the long way round. Fortunately, the Primusians found a way around that. Unfortunately, they didn't tell anyone how to do it. For the first couple of centuries of interstellar communication, only faster than light microwormholes carrying the equivalent of tweets were possible.
All that changed when an Earth sleeper ship containing a refugee from the Franchise Wars arrived on Primus. After a hypersquirt from the long-vanished MCD New Detroit, presumed lost after the fall of the Golden Arches asteroid colony to the forces of the Bell.
The message read simply: "Eureka!". One year later, physicist Dr. Albrecht Haapsczhing arrived on earth in a heavily modified New Detroit. His discovery of the Haapsczhing Drive made interstellar travel possible, leading to the galaxy as we know it today. (It is important to note, no one to this day quite understands how it works. The exact method the Primusians used to generate or access Hypertransit Lanes is only accessed by the drive, and all races agree that it violates all known laws of physics.)
