This is a FORM When starting a new bluebook, edit this page, select all of the text, and copy it. Then, change the address of the web page you are trying to access so that "BASE" is replaced with an appropriate number (the two numbers before the decimal point are the current issue number). This will be a new page as long as no one else used that number. Then edit the page and paste these contents. Edit out this instructional statement from the beginning, a standard bluebook doesn't need it.
