Original Pitch
A villain raises an island in the Atlantic as a base for world conquest. Several navies, led by the British, put a stop to that, then try and figure out who the new land belongs to. A group of businessmen negotiate control of the new land, building it as a technotopia.

Scion of a Visionary family, Enoch is a surprisingly-cool star of a documentary series which chronicles many aspects of the world, all of which seem to include attacks by strange, monstrous, and/or bizarre creatures.
Doctor Xyle, The Dimensional Deviant[edit]
A brilliant but mad scientist and scholar with the ability to travel between dimensions at will and a desire to make each one his plaything. Once took Atlantis hostage.
Spring-Heeled Jack[edit]
Quentin Chase uses his own formidable skills and training, his brother's inventions, and assorted captured gadgets and weaponry to terrify miscreants from the lowest slums to the highest towers. Atlantis' newest vigilante.
The Gentleman[edit]
A self-made man, Edward Advent is a gentleman chemist who developed a semi-alchemical formula to purify himself. As a side-effect, he is huge, incredibly strong, unfailingly polite, and impeccably dressed. (Okay, that last he has to do himself.)
Praetor Atlantis[edit]
The latest Praetor Atlantis, Emma Burnett is the first woman to hold the title. Atlantis' personal heroine, she is here to stay.
Manfred “Mannie” Von Frankenstein[edit]
Heir to the hose of Frankenstein, CEO of Power International, a master of supertech research who offers supervillains whatever they might need on the side. Mannie has mastered technology and the art of the deal.
