Original Pitch
A villain raises an island in the Atlantic as a base for world conquest. Several navies, led by the British, put a stop to that, then try and figure out who the new land belongs to. A group of businessmen negotiate control of the new land, building it as a technotopia.
Atlantis
A land artificially created in 1857 by a supervillain, saved by several navies, bought by a group of Visionaries, independent, seized by another supervillain, freed by the actions of its citizens, now a leading center of innovation and technology.

Atlantis' most famous secret agent, he is a vampire James Bond.
