Ragnarok
The world's most-wanted terrorist!! And for good reason: the armor-clad madman had attempted to dominate or destroy the world repeatedly for over a century! But despite blowing up cities, taking world leaders hostage and unleashing vast armies of robotic terminators or ultra-destructive kaiju on humanity, he has never been captured once! While his identity remained a mystery, there were rumors in the criminal underground that he was once a benevolent polymath who led the U.S. into the 19th-century Industrial Revolution but was driven mad by his own unbelievable intellect! Now, the dark tyrant of international terror was rumored to be leading a global offensive against the extraterrestrial invaders. An offensive that was gaining ground, no matter how hard the aliens fought against it!
Ragnarok is currently presumed dead.
Cadre
Major Christine MacAllister, U.S. Army, retired. The only woman to ever qualify for Delta Force. The only person to ever steal $500 million in gold from the NYC Fed. By herself. A highly-trained military operative with the unique ability to replicate herself. Capable, dangerous and beautiful - like a Brazilian rainbow boa. A one-woman army, codename: Cadre.
Bug
AKA Marisol Alvarado, a true "operator" - anytime someone needs information that is impossible to get, Bug can get it. Very well-known in the Star City underground among those who traffic in information. Also a self-styled "revolutionary" with many underworld and political connections. Exceptional psychological manipulator. Said to have a superhuman ability to identify and track electronic communication.

Japan's most elusive thief, the faceless wonder has allied himself with OMEGA.
Gaia
An evil misandric witch from the first century A.D. who was buried alive by witchers. In 2000, she was freed by a coven of witches and ever since, Gaia has been terrorizing Great Britain and Europe using her black magic to weaken modern governments. She hates men, but has pursued them (to be her slaves) in the past - Count Umbre was one of her targets (she tried to establish a "Kingdom of Darkness" with Umbre, but the European superteam, the Union, and the British hero, Captain Cross, stopped them). She also teamed with Xanathor in an attempt to enslave the Atlanteans, but the duo was defeated by the Atlantean, king of Atlantis, and a group of Atlantean scientists called the Minotaur. Gaia says she loves, but there is no love in her dark semi-undead heart. She is a powerful sorceress filled with hatred who will never end her war against the "kingdoms of Man".
Dr. Jason Lee
Dad of the Vicious Kid, inventor of the A.R.M. or Astronomical Recovery Mechanism, and newly discovered metahuman. Rescued from the Queensgate maximum security prison by our daring villains on their very first mission for OMEGA.
Warhawk
Star City's liaison to the U.S. military and longtime champion of truth, justice and the American Way, possibly Earth's last living superhero! One of the most formidable combatants in the world, capable of taking down entire armies in minutes. He has nigh-impervious battle armor, highly-destructive energy projection weapons, supersonic propulsion and - at least prior to the invasion - a communication link with U.S. military forces.
Not present at the ceremony where the invading aliens took out Earth's superheroes, he now acts as the personal bodyguard to the First Family.
Mastermind
The world's deadliest assassin, "killer of killers", an orphan trained in warfare by the U.S. government who takes contracts on any target (corporate CEOs, heads of state, even superhumans) and always completes a contract. Feared by everyone - except the alien invaders.
The First Family
Including Christine Michaels, the widowed former First Lady of the pre-conquest USA; her daughter, Rachel; and Rachel's three-year-old son. Currently safe in OMEGA custody.
